CEBIS is proud to support the dissemination of resources to help school teams move through the FBA and BIP processes efficiently and to support best outcomes for students. To best achieve this outcome, we recommend the following sequence of activities. Please click each link to access the material.
However, these activities can be completed in any order if so desired.
Pick Your Path: FBAs and BIPs
This fully interactive set of modules follows an FBA team as they navigate the FBA and BIP processes in support of their student, Meara. Help guide their decision making and experience the process for yourself! Creating an account will help you access the modules, save your progress, and access your certificate upon completion.
According to the March 2025 Functional Behavior Assessments and Behavior Intervention Plans Guidelines for Effective Development and Implementation, "Function-based supports, including FBAs and BIPs, are highly effective for gaining insight into the factors contributing to interfering behavior and can be used to inform instruction and intervention strategies for all students. This is not always linear process; it is unique to each individual student and requires collaboration from a variety of stakeholders.
Functional behavior assessment, or FBA, is defined as “a process to determine the underlying cause or function of a child’s behavior that impedes the learning of the child with a disability or the learning of the child’s peers” (8VAC20-81-10).
The BIP is a specific, concrete plan for the educators to follow, using the hypothesized function and other environmental factors found in the FBA process, to prevent, teach, respond, and monitor both interfering and prosocial behavior (pg. 4-5).”
Info on Effective Development and Implementation Module Series
The Functional Behavior Assessments and Behavior Intervention Plans: Effective Development and Implementation module series is designed to expand on the Virginia Department of Education’s Functional Behavior Assessments and Behavior Intervention Plans: Guidelines for Effective Development and Implementation document. Both the guidelines document and this series will empower educators by deepening their understanding of function-based supports. These supports help promote positive behaviors, build academic and behavior-related skills, and effectively reduce persistent interfering behaviors in the school setting. Viewing this six-module series in order and in full will ensure the most effective learning experience. These modules are not intended to be comprehensive or replace federal or state regulations or guidance.
