The Cooperative for Effective Behavior Intervention and Supports (CEBIS) promotes the use of systematic, research-based practices to ensure high-quality behavior intervention and supports for educators across Virginia. We work closely with:

We work to provide educators with information, resources, and training for the universal, targeted, and intensive interventions students need to demonstrate high levels of achievement. CEBIS focuses on

Who We Are
Newly established in 2023, CEBIS is a cooperative effort working collaboratively with stakeholders across the Commonwealth of Virginia with goals of developing, implementing, disseminating, and evaluating activities related to effective behavior supports for students with and without disabilities in public schools.
What We Do
Working together with other state partners, CEBIS creates and disseminates resources and provides professional development opportunities related to effective and high-quality behavior and instructional programming.
How It Works
By cooperating with stakeholders and partners across Virginia, CEBIS focuses on the creation and dissemination of data-driven and research-based supports for school personnel.
Meet Our Team
Emily Muise
Project Manager
Emily Muise, EdS, BCBA-LBA has worked in the education field for almost 20 years in a variety of roles, including as a classroom teacher, special education teacher and school administrator, and is also a Licensed Behavior Analyst (LBA). She is currently the Project Manager for the Cooperative for Effective Behavior Intervention and Supports and is passionate about supporting personnel working in diverse settings serving children and young people. She lives in Chesapeake, Virginia with her husband and two cats and enjoys reading, hiking and traveling.
